The Director, Resource Mobilization, Measles & Rubella oversees the mobilization of resources for the UN Foundation’s engagement with the Measles & Rubella Initiative (M&RI). The UN Foundation is a founding partner of the Measles & Rubella Initiative, and the Director will work closely with the Senior Director, Global Health to strategically oversee the work that the UN Foundation does to support the partnership, both working across teams inside UNF who are also engaged in advocacy and resource mobilization efforts ([email protected], US Advocacy team, Integrated Development), and supporting the broader partnership as a primary external representative with donors, M&RI supported countries, and other key stakeholders.
The Director, Resource Mobilization, Measles & Rubella will drive the advocacy and external relations strategy for the M&RI, in coordination with UNICEF, WHO, U.S. CDC, American Red Cross and other partners; engage donors and sustain donor relationships; ensure operationalization of funds and secure additional funding; oversee development of a coordinated resource mobilization strategy; engage with technical experts and M&RI supported regions and countries to understand and advise the program on resource needs and gaps.
The Measles & Rubella Initiative () aims to reach the measles and rubella elimination goals of the Global Vaccine Action Plan by supporting countries to raise coverage of measles, rubella and other vaccines; fund, plan, implement and monitor quality supplementary campaigns; investigate outbreaks and provide technical and financial support for effective outbreak response, propose and participate in solutions to strengthen immunization delivery; and support a global laboratory network for measles and rubella.
The Director, Resource Mobilization, Measles & Rubella operationally reports to the Senior Director, Global Health at the UN Foundation, and works closely with M&RI Resource Mobilization and Advocacy members from across the partnership to support the broader partnership’s resource mobilization and external relations goals. The Director will also work closely with the Chair of the M&RI Leadership Team, currently the Senior Fellow for Global Health Diplomacy at the UN Foundation. He/she will also liaise closely with team members from [email protected], US Advocacy, Integrated Development, and Global Health.
Work closely with the partners of the Measles & Rubella Initiative, and as the lead on behalf of the partnership, to:
- Oversee the further development of an M&RI resource development strategy and annual work plan.
- In the near term, assess the existing contributions to M&RI, support efforts to centralize donor intelligence, and identify and coordinate M&RI actions to ensure the maintenance of donor confidence and key stakeholder engagement.
- In the long-term, execute against M&RI’s strategy to help ensure full funding for the initiative’s goals.
- Manage strategic relationships with key M&RI partners and donors.
- Chair the Resource Mobilization and Advocacy Working Group (RMAWG)
- Improve the current fund-tracking database and update the recently revised Financial Resources Requirement (2018-2020) biannually in coordination with all partners.
- In partnership with the lead agency to improve a centralized fund-tracking database for use by technical agencies, advise partner agencies on results based reporting mechanisms for donor funding.
- Work with regional teams across the partnership to develop a region-specific resource mobilization action plans, as appropriate.
- Secure the expansion of M&RI relationships to new donor groups, especially bilateral funders.
- Interact with existing and prospective donors at a political level and/or support the leadership of M&RI partner organizations in such outreach.
- As needed, engage with regional and national officials and others in countries supported by M&RI to understand and advise the program.
- Work with the RMAWG and Communications Working Group to update and implement an M&RI stakeholder engagement/management strategy.
- Provide quarterly updates to senior leadership of M&RI partner organizations on progress against fundraising targets.
- Travel for face to face meetings with key donors and M&RI stakeholders.
- Other duties to support overall partnership goals.
On behalf of the UN Foundation:
- Serve as the UN Foundation’s representative on the Resource Mobilization and Advocacy working group, along with representatives from UNICEF, WHO, U.S. CDC, and American Red Cross, to set and oversee annual goals, work plans and progress for the Measles & Rubella Initiative.
- Oversee the UN Foundation’s fiduciary responsibilities for the common pool of resources raised to support M&RI.
- Identify strategic opportunities to leverage UNF’s core capacities to support M&RI goals.
- Serve as an internal and external advisor and spokesperson on vaccines-related issues, as appropriate.
Minimum of 10-15 years of progressively responsible work experience in public health or global development, including directly-related work experience developing and implementing resource mobilization and advocacy strategies to inform and influence global health and/or development policies;
- Experience with securing funding commitments from donor governments;
- Recognition in the field of immunization or public health highly desirable;
- Strong expertise in advocacy and external engagement, including a track record acting as an interlocutor between technical and delivery organizations and demonstrated success in building relationships and managing partnerships with and between governments;
- Experience developing budgets and financial resource requirements for health programs preferable;
- Experience in building coalitions, managing diverse partners, and building consensus toward common goals;
- Master’s degree in relevant field desirable;
- Familiarity with measles and global vaccines highly desirable;
- Ability to develop, maintain, and enjoy effective working relationships with people from a wide variety of organizations and with a wide variety of functional expertise;
- Ability to drive projects from inception to implementation;
- Demonstrated outstanding communication skills, capable of representing a multi-stakeholder partnership to a wide variety of audiences;
- Willingness to travel up to 20% of time

- Impeccable verbal and written communication skills in English is essential; fluency in a second UN language would be an advantage;
