While the number of housing permits issued in the greater Boston area in 2017 is expected to increase 12 percent on a year-over-year basis, affordability remains a problem, a report from the , , and the finds. According to the (96 pages, PDF), only 18 percent of new housing units built in the region since 2011 have been affordable, and home prices in more affordable communities nearby are rising sharply. Indeed, as of 2015, more than half of renters and 36 percent of homeowners with mortgages were spending over 30 percent of their income on housing. To address the issue, the report recommends a ten-point plan for the development of "twenty-first-century villages" — multi-story, mixed-income buildings with multiple units of varying sizes and community spaces, ideally located near public transit.
